Kobe really isn’t so interesting, but there are some nice sites.
The Earthquake Museum is probably the most interesting (along with the small preserved area in Meriken Park.).
The Oji Zoo is pretty nice. They have pandas, koalas, hippos, etc. if you have not seen them before.
The Chinatown is small, but it’s considered to be one of the best 3 Chinatowns in Japan.
Kobe beef is expensive, but it’s the food the city is famous for.
(As a note: Mount Koya is not in Kobe. It’s in Wakayama prefecture. I would also suggest Himeji, but Himeji is also not Kobe, and you asked about Kobe…)
